Secretary-General of the BNRSC Invited to Visit Madrid Series I
On May 6, 2019, the Secretary-General of the Belt and Road Service Connections (herein referred to as BNRSC), Jia Hui (Harrison), was invited by the Madrid Investment Attraction to visit Madrid, Spain. The purpose of this visit is to enhance understanding of the investment environment and policies of the city of Madrid, Spain, and to promote the investment, economic and trade activities of Chinese enterprises in Madrid.
The Madrid Investment Attraction, Spain, was established in February 2018 to promote foreign investment in Madrid. In that morning, Mr. Daniel Vinuesa Zamorano, Director of Madrid Investment Attraction, warmly welcomed the arrival of Mr. Jia and introduced the investment environment in Madrid. As Europe's third largest city, Madrid's GDP has maintained a steady growth of more than 3% for nearly four years, attracting more than 85% foreign investment across Spain in 2018, with clear advantages in terms of sound infrastructure, convenient logistics, efficient labor, quality life, etc. Especially in terms of Latin American market, Madrid has geography, history, transportation, investment agreements and other advantages, suitable for Chinese enterprises to set up corporate headquarters for the development of Latin American market. Mr. Jia expressed his appreciation for this invitation and detailed information on the development of the BNRSC initiated by DeHeng Law Offices and its Chief Global Partner, Ms. Wang Li. Ms. Alejandra Ramirez Cuenca, Consultant of the Madrid Investment Attraction, further described a number of convenient and free services available to the agency for foreign investors, including the provision of transitional free office space.

Next, the Secretary-General, Jia Hui was on his visit to the Spanish National Securities Supervisory Commission (herein referred to as CNMV), accompanied by the representative of the Madrid Investment Attraction. Mr. Jia was warmly received by the heads of the Department of Policy and Institutional Relations and the International Department of CNMV. Mr. David de Miguel Rato, Deputy Director of the Department of Policy and Institutional Relations of CNMV, gave a detailed account of the structure and functions of CNMV, as well as the functioning of the Spanish securities market. Mr. Antonio Mas, Director of CNMV International Affairs Department, introduced the cooperative relationship with China and demonstrated the memorandum of cooperation signed by CNMV and China Securities Regulatory Commission(herein referred to as CSRC) on securities and futures cooperation on October 6th, 2009. Mr. Antonio Mas encouraged the listing or investment of Chinese enterprises in the Spanish stock exchange, while suggesting the importance of compliance in anti-money laundering and personal data privacy protection. Mr. Jia introduced the performance advantages of DeHeng Law Offices in the field of securities listing, the achievements of the BNRSC in promoting economic and trade exchanges between China and Latin America and the results of China-Latin America Think Tank.

Subsequently, the representative of the Madrid Investment Attraction accompanied the Secretary-General, Jia Hui to visit the Madrid Nuevo Norte Project, the largest urban renewal project in Madrid in recent years, which is still in the planning approval phase and is expected to complete final approval by the end of this year. The pre-planning phase of the project, which has taken more than 20 years, may be estimated to take another 20 years, with a total investment of more than 10 billion euros. It will attract the participation of social capital, including foreign investors, in the construction with PPP.

In the afternoon, the representative of the Madrid Investment Attraction, accompanied the Secretary-General, Jia Hui on a visit to Madrid's completed urban renewal project, the Madrid Slaughterhouse Renovation project, and the M-30 Road renovation project. The original Madrid slaughterhouse, which was finished and updated, turned into a beautiful environment for music and artistic performances and provided services such as catering and exhibitions, while the updated M-30 Road renovation project brought the cutting Madrid River highway through the tunnel into the ground, restoring the scenic spot. It has created an environment of natural beauty and a typical model of sustainable urban renewal project.

The visit has been keenly sought by the Cortizo law firm, a Spanish member of the BNRSC, which is also an authorized representative of the Madrid Investment Attraction in China. Its founding partner, Victor Mr. Cortizo and consultant Chen Wenjun actively contributed to the promotion of friendly communication and exchanges between China and Spanish government institutions or enterprises, while at the same time working to assist Chinese enterprises in the implementation of their investments and projects in the city of Madrid, Spain.
